Maybe this will help:
http://www.mofga.org/Portals/2/Reports/Raising%20Organic%20Livestock.pdf

they mention aloe vera, hydrogen peroxide, tea tree oil, calendula and other things for skin and healing. I am an avid cow lover, (but I do not eat them.) Hope this helps. ♥

Definitely go with the bag balm if you can! I grew up on a farm and we used it on pretty muach any scrape or abbrasion the cows got. Not to mention all of ours, and now all of my kid's and grandkids too. I actually use it as a base for some healing balms. Bloody crows!! Maybe adding some borage to the cow's food to make her bolder. If your cow wears a collar with a bell the noise might help keep the crows from staying around , and maybe even one of those funny little bouncy wire toys attached to the collar at the back of the neck.

why not neosporin or another triple antibiotic? It works on dogs and people. I don't know what to do about repeling bugs unless it includes avon's skin so soft or some other bug repellent

Could try Aloe vera. Clove oil is supposed to be good at repelling flies (not direct application on sore skin). Perhaps the owner could try putting a clay/mud plaster over the area, which would keep the nasty bugs off and give the poor cow chance to heal.
